Originally, Bhopal refused to grant permission to Union Carbide to build the MIC production unit on this land, which is adjacent to densely populated areas located down wind of the plant. However, UC managed to obtain the permit in spite of zoning restrictions. On the night of the disaster, the nearby railroad station was packed with hundreds of travelers who inhaled the poisonous vapors and died agonizingly from slow asphyxiation in their own body fluids.
